Description
The Quality Manager is responsible for evaluating and ensuring compliance with company policies, regulatory requirements, contractual requirements related to Health, Safety & Environment (HSE), Engineering, Operations, and Project Controls within a marine services environment. The Quality Manager will partner with PMC Project and Engineering Management, our customer, and other key stakeholders on a high-profile multi-year project. The Quality Manager will help ensure the team adheres to our plans and procedures from planning phase through execution, working with others to improve deficiencies. The Quality Manager will report directly to PMC Project Director for the project, while interfacing with the PMC and Marine Transportation teams daily.
This is a full-time position that will continue through the duration of the project contract with an anticipated conclusion on or before December 31, 2027.
Key Responsibilities:
Quality Assurance & Compliance:
- Develop, implement, and maintain quality management systems (QMS) to ensure compliance with company policies, regulatory requirements, and contractual requirements.
- Monitor and assess company operations to ensure adherence to stated plans and procedures.
- Conduct regular audits and inspections across HSE, Technical, Operations, and Project Controls functions to identify areas for improvement and ensure compliance.
- Collaborate with internal teams to resolve non-conformities and implement corrective and preventive actions.
HSE Compliance:
- Ensure HSE policies and procedures align with regulatory requirements and customer expectations.
- Conduct HSE audits to ensure compliance with company Safety Management Systems. Identify hazards and recommend corrective measures.
Technical & Operations Oversight:
- Evaluate operational procedures and technical processes to ensure they meet contractual and regulatory requirements.
- Work closely with engineering, maintenance, and marine operations teams to monitor performance and compliance.
- Review and assess technical documentation, certifications, and vessel compliance records.
Project Controls & Performance Monitoring:
- Assess project execution processes, ensuring alignment with contractual obligations and industry best practices.
- Review project schedules, cost controls, and reporting to verify compliance with quality standards.
- Implement quality metrics and key performance indicators (KPIs) to measure and improve operational effectiveness.
- Develop and maintain an effective document control system to meet customer and company expectations
Stakeholder Engagement & Reporting:
- Act as the primary point of contact for Quality, Health, Safety & Environment related matters with customer and internal teams.
- Prepare and present quality reports, audit findings, and improvement plans to senior management and customer.
- Support contract reviews and provide guidance on quality-related contractual obligations.
Knowledge Skills & Abilities
- Strong knowledge of quality assurance principles in marine transportation and project operations.
- Familiarity with health, safety, environmental principles in marine transportation and project operations.
- Familiarity with industry best practices, customer vetting requirements, and regulatory compliance related to marine and industrial project activities.
- Ability to assess risk and conduct root cause analysis processes.
- Excellent analytical skills and attention to detail in evaluating compliance issues and audit findings.
- Strong leadership, interpersonal, and communication skills with the ability to build and maintain effective working relationships.
- Ability to effectively organize workload, prioritize tasks, and manage projects in a fast-paced environment.
- Ability to work independently with minimal supervision and travel as required to project locations.
Qualifications & Experience:
- Bachelor’s degree in Engineering, Quality Management, Marine Operations, or a related field. Equivalent professional certification, vocational training, and/or 5-10 years of relevant experience may be considered in place of formal education.
- Minimum 5 years of experience in quality assurance, compliance, or related roles within the marine, offshore, or oil & gas industries.
- Experience in marine transportation, offshore projects, or industrial operations required.
- Strong knowledge of ISO standards and industry best practices.
- Experience conducting risk assessments, audits, and incident investigations.
- Familiarity with project management principles and tools, PMP preferred.
- Certifications in quality management (e.g., Six Sigma, Lead Auditor) are preferred.
