Description

Solution-driven maritime leader and team builder responsible for driving continuous improvement in health, safety, quality, and environmental (HSQE) operations throughout the fleet. Ensures regulatory compliance with applicable United States Coast Guard (USCG) and other regulatory requirements by tracking action plans, providing guidance, and training and support implementing policies and procedures to include ISM/ISO. This role serves as the Designated Person Ashore (DPA) and manager of the Safety Management System (SMS).

ESSENTIAL FUNCTIONS:

COMPLIANCE / QUALITY / SAFETY

The Marine Compliance Manager/DPA has the authority and the responsibility to:

  • Ensure implementation, administration, monitoring and training of the Safety Management System.
  • Monitor vessels and personnel for adherence to the SMS and Business Management System (BMS). Sets associated goals and targets, supports their implementation, and organizes period management system reviews.
  • Represent AmNav in communications with regulatory authorities including USCG.
  • Coordinate vessel activities to meet ISM/ISO Code and USCG requirements.
  • Arrange for internal audits, and coordinate certification and surveillance audits.Oversees the Non-Conformity Reporting process.
  • Report on matters that pertain to the Safety Management System to the Management Review Committee.
  • Investigate accidents, incidents and near misses. Perform root cause analysis, make recommendations and ensure corrective action takes place. Report findings to AmNav senior management and Saltchuk VP of HSQE.
  • Keep current with changes in domestic and international regulatory and compliance requirements and lead change management process to ensure continued compliance.
  • Participate in Saltchuk Marine Safety Leadership working groups to ensure that best practices are shared.

VESSEL PRESERVATION:

  • Recommend, develop and manage best-practices for ongoing vessel preservation systems (tools, procedures, mechanical preparation) and selection of coating systems in conjunction with Port Engineer.
  • Attend drydockings and offer repair recommendations to the Port Engineer.

INFORMATION TECHNOLOGY

  • Assure all computers, software and related system aboard the vessels and shoreside are up to-date.

ADMINSTRATION SUPPORT

  • Provide back-up support to Operations Manager for vacation, sick and general relief as needed. Duties to include setting schedules for tugs and crew.
  • Provide back-up to Office Manager for vacation, sick and general relief as needed. Duties include payroll and accounts payable.

PURCHASING AND MATERIAL HANDLING

  • Purchase items and services as requested by authorized personnel to support the ongoing operations and repairs of AmNav vessels.
  • Responsible for vetting and set-up of new local vendors.
  • Monitors/maintains contracts for local services.
  • Manages physical inventory of deck, safety, and commissary items.
  • Sets internal re-order points based on usage information and monitor stock levels.
  • Serves as warehouseman with regard to stocking, organizing, material handling and housekeeping.
  • Researches and resolves discrepancies related to invoices.

KNOWLEDGE SKILLS AND ABILITIES:

  • Excellent oral and written communication skills.
  • Ability to prioritize and organize workloads and maintain efficiency.
  • Technical and mechanical aptitude required to assist in the procurement of various components and materials.
  • Trouble-shooting techniques and ability to implement solutions in a cost-effective manner.
  • The principles, operation, care and maintenance of tugs and barges, propulsion machinery, auxiliary machinery and deck equipment.
  • Experience using automated purchasing, inventory control, receiving and accounts payable systems (i.e. SAP).
  • Strong command of Excel spreadsheet and data analysis tools
  • Proficient usage of Microsoft Office tools and Windows-based computer applications.
  • Keep apprised of best practices and industry standards and trends in the maritime industry.
  • Be a leader for “SpeakUp”, including encouraging peers and staff to exhibit a safe and ethical culture.
  • Adheres to all company policies.
  • Performs special duties and other projects as assigned.
  • Willing to travel outside the Bay Area as needed. Estimated at less than 30%.

MINIMUM REQUIREMENTS:

Maritime college degree and 10 years’ experience in the marine industry is desirable. Experience managing and leading teams desired. Prior work history should include working with engineers, technical support staff, and knowledge of vessel components, equipment, and supplies.
