Description

Engineer reports directly to the Master and carries out all the Master’s lawful orders. The Master is always available for consultation to help the Chief Engineer discharge his/her duties.

In all matters which affect or may affect safety of the vessel and/or the environment, the Chief Engineer shall:

·        Comply with the
Company’s MS requirements related to the position.

·         Act as head of vessel’s engine department.

·        Have responsibility for the monitoring, maintenance, repair and recordkeeping of all barge equipment. The Second Mate will assist the Chief Engineer in identifying maintenance and repair priorities for the barge.

·        Monitor the operation and maintenance of all vessel equipment and machinery, as per Company requirements.

·        Authorization of all spares/stores requisitions according to the set
Planned Maintenance System. Inventories must be maintained at reasonable levels. An Inventory stock check of ROB’s must be carried out and reconciled with the NS5 system periodically to confirm the PMS Stock is correct. The schedule of
Inventory Stock check is listed in MR-06.

·        Maintain records of all routine and unscheduled maintenance in accordance with Company requirements.

·         Ensure statutory and class surveys are carried out on all equipment.

·        Test standby systems on a regular basis and in accordance with MS requirements.

·        Notify the Master immediately of any defects that may affect vessel safety or put the environment at risk.

·        Assign engineer officers or ratings specific roles with respect to the engineering department‘s responsibilities under the OSG MS.

·         Load fuel and lube oil in accordance with all regulatory requirements.

·         Implements the Company’s environmental programs that relate to engineering practices (such as Envirotags, Envirologger, etc).

·        Take a personal interest in the working practices of the Engine Department staff to
ensure that they fulfill their duties safely and efficiently;

·        Assurance that, potable water storage and supply onboard properly managed and quality is monitored;

·        The cleanliness and maintenance of the engine‑room, emphasizing on minimization of all leakages in machinery spaces, double‑bottoms, tunnels and all compartments throughout the tug;

·        Ensure proper storage of spare gear, engine stores, boiler feed water, fuel and lube oil required for the operation of the machinery;

·        Submitting lube oil and bunker samples for quality analysis, for more info please refer to the Oil Transfer Procedures;

·        An Environmental Tag System (ETS) log shall be maintained by the Chief Engineer that records each time a seal is affixed or removed, including the date, time, seal number removed, seal number affixed, personnel involved, and reason for any seal removal/replacement.

·        Measure, monitor and manage shipboard machinery space generated wastes and the condition of any equipment having oil to sea interfaces, on a daily basis.

·        Resolve engine room, machinery space, or pump room related environmental concerns in a timely manner, such as inoperative or ineffective pollution prevention equipment, waste handling or monitoring equipment, leakages (except those necessary for packing cooling) stemming from pump seals, packing glands or line breaks, or due to any other causes contributing to the accumulation of bilge fluids, oily mixtures and sludge type wastes.

·        Ensure that all Engine Room wastes that are subject to special handling requirements are properly managed.

·        Ensure that all shipboard engine room personnel receive appropriate
training on environmental policies and procedures, including but not limited to
training on the operation and use of pollution prevention equipment, bilge
pumps, bilge and ballast pumps, incinerator, Oil Water Separator and the making
of entries in the Oil Record Books, Garbage Record Book or any other logs
required by the Company or other maritime environmental protection
requirements.

·        Ensure that the handover notes to his relief include an environmental
component and description of the current status of operation, maintenance, and
repair, for the Incinerator, Oily Water Separator, Oil Content Meter, Oil
Discharge Monitor, and other pollution prevention procedures or equipment
including the status of spare parts for the aforementioned equipment, and an
estimation of the day-to-day bilge accumulations.

·         Report all instances where inadequate response caused conditions
leading to excessive waste stream development. 

·        Routine stern tube lube oil loss must be logged and reported
immediately on tugs having such equipment. Failure to promptly and accurately
report such losses will be investigated by the Company.

·         Ensure that all Engine Room records, soundings and tank measurements are accurate and recorded truthfully.

·        Instruct cadets/new crew/ratings as directed by the Master.
