Purpose of Job: 

The Engineering and Deliverables Manager will provide technical support throughout the lifecycle of new construction shipbuilding programs within our Vessel Construction Management (VCM) department, including bid development, project start-up, design/engineering, construction, and the warranty phase.  

This position will report directly to the Program Manager and will be the primary technical resource on one or more government shipbuilding programs, supporting the development of detailed technical proposals, overseeing the accuracy and completion of engineering products, and leading the development of the necessary deliverables to support transition of the vessels into service.  The selected individual is expected to be extremely organized, detail-oriented, and committed to providing the highest levels of customer service to the Government.   Strong writing skills are required to support proposal development.  The ideal candidate would have a strong desire to tackle complex technical issues and drive them to completion in accordance with contract and regulatory requirements. 

Main Duties and Responsibilities:

The Engineering and Deliverables Manager will provide technical and contract support to promote adherence to the program’s cost, schedule, and performance objectives. This position will develop and maintain close relationships with key stakeholders, including ABS, USCG, and the selected shipyard to verify technical compliance with the regulations and Contract documents. This individual must be able to work systematically through complex technical challenges to identify and achieve positive outcomes. 

The primary duties of the Engineering and Deliverables Manager will include, but are not limited to the following:

  • Promote the TOTE Services safety culture and adhere to all safety guidelines.  Make safety a priority in everything we do and seek opportunities for continuous improvement.
  • Support the development of technical proposals for our commercial and government customers, which includes proposal writing, creating thoughtful execution strategies, developing subcontractor relationships, and proposing relevant deliverables for government programs.
  • Support contract compliance by ensuring the timely submission of key VCM deliverables.  This will require advanced planning, preparation, and coordination of resources to support the development of these work products.
  • Manage the plan review process by coordinating the submittal and resolution of all technical comments generated against engineering plans and documents for an assigned project.
  • Provide the technical evaluation of proposed design changes and support the documentation and administration of the engineering change process.
  • Verify compliance with all performance requirements in the specifications and support the PM with certification of these requirements.
  • Monitor the vessel’s lightship weight and subsequent impact on vessel stability and deadweight objectives.
  • Provide guidance and supervision to the Integrated Logistics Support (ILS) Specialist to promote the successful development of the ship’s logistics products utilizing Nautical Systems Enterprise (NS-E).  This includes the development of the vessel’s operating manuals.
  • Work with the PM and vessel’s crew to support the development of ship-specific plans and documents such as the Safety Management System (SMS), environmental management plan, vessel security plan, and other operational documents.
  • Oversee key technical consultants, which may include coordinating shipyard visits, reviewing technical reports, verifying achievement of subcontractor objectives, and resolving technical concerns.
  • Support the customer’s cybersecurity goals and ensure that the vessel’s IT and OT systems can achieve an Authority to Operate (ATO) at Delivery.
  • Develop key metrics pertaining to engineering and logistics products and provide frequent reporting of these metrics to the customer.
  • Participate in recurring meetings with various stakeholders to provide program updates.  This will require the individual to develop briefing materials and present the status of key program deliverables.
  • Attend dockside testing and sea trials as required to support final testing and commissioning of the ship’s systems.
  • Support the warranty process following delivery of the vessel(s)

Skills 

Minimum Qualifications:

  • Excellent organizational skills and attention to detail.
  • Excellent oral and written communication skills.
  • Proficient in the Microsoft Office Suite and SharePoint.
  • Experience with ABS NS-E preferred.
  • Must be able to read and comprehend government contracts and other legal agreements.
  • Competent with regulatory requirements to support Domestic and International compliance with the applicable Rules.
  • Ability to work independently and under limited supervision.
  • 5+ years of new construction shipbuilding experience. 

Education & Licensure:

  • Bachelor’s degree in Naval Architecture, Marine Engineering, or other related degree from an accredited school.
