Job Summary:
The DOT Compliance Manager provides advanced administrative and strategic support to NorthStar Energy and its portfolio companies in the areas of DOT compliance. This role is critical in developing, implementing, and continuously improving compliance programs, policies, and systems aligned with DOT FMCSA and related regulatory requirements. The position independently analyzes complex risk data, designs compliance strategies, manages audits, and drives initiatives to ensure regulatory and operational excellence across the organization.
Roles and Responsibilities:
• Analyze ELD driver logs and telematics data for DOT FMCSA Hours of Service compliance; identify systemic issues, implement corrective strategies, and report findings to leadership.
• Review DOT FMCSA employment applications; develop protocols to ensure compliance and provide guidance on driver cases.
• Process safety performance history record requests for new hires.
• Direct comprehensive review of driver documents, including FMCSA Drug & Alcohol Clearinghouse, Motor Vehicle Records, and CDL endorsements.
• Monitor and maintain DOT FMCSA driver qualification files for regulatory compliance.
• Maintain and enter data in systems such as Origami, TenStreet, Smartsheet, and SharePoint.
• Design and lead driver qualification audit programs; analyze results, recommend strategic improvements, and oversee implementation of process changes.
• Develop, implement, and continuously enhance the DOT compliance program, ensuring alignment with evolving regulatory requirements and organizational goals.
• Proactively monitor regulatory changes (FMCSA, PHMSA,) and lead initiatives to adjust company policies and procedures accordingly.
• Analyze trends and data related to DOT violations to identify potential risks and recommend corrective actions.
• Identify compliance process gaps and develop strategic action plans and oversee cross-functional implementation to mitigate organizational risk.
• Collaborate with operating company managers to address compliance deficiencies and implement action plans.
• Manage, maintain, and optimize document management and telematics platforms (e.g., Samsara, Motive, Zonar, TenStreet, Samba Safety), leveraging data insights to enhance operational and compliance outcomes
• Synthesize data from multiple sources to support informed decision-making.
• Develop and present routine and ad hoc compliance reports, offering insights and strategic recommendations to management.
• Oversee administration functions (open and sort mail, draft correspondence, manage and maintain files and records, proofread, identify, and assist in planning for acquisition of supplies, resources, and services).
• Model and support NorthStar’s commitment to culture compliance and safety across all levels of the organization
• Provide high-level support as needed, leading strategic projects and managing complex and ad hoc requests.
• All other duties as assigned.
Education and Experience:
• Bachelor’s degree required (preferably in Business Administration, Transportation Management, Safety, or related field).
• Minimum of 7 years of progressively responsible experience in DOT FMCSA compliance management or similar regulatory environment, with demonstrated experience developing and executing compliance programs.
• Strong knowledge of DOT FMCSA regulations, HOS, driver qualifications.
• Experience leading audits and managing compliance systems.
