Purpose of Job: 

TOTE Services is seeking a qualified individual for the position of NSMV Outfitting Coordinator under the Vessel Construction Management (VCM) contract for National Security Multi-Mission Vessel (NSMV). This role involves assisting in the oversight of outfitting and sparing of new construction vessels under the VCM contract. This full-time position is based at Hanwha Philly Shipyard in Philadelphia, PA, and will report directly to the TOTE Services NSMV Delivery Manager.

As part of their role as NSMV Outfitting Coordinator, this candidate will be responsible for coordination and reporting of activities related to procurement, warehousing and loadout of outfitting/sparing for the NSMVs 

Main Duties and Responsibilities:

The primary duties of this position will include, but are not limited to:  

  • Safety Compliance: Ensure that all work is performed in a safe manner, following industry standards and internal safety protocols. 
  • Outfitting: This position will be responsible for purchasing, invoice processing, material tracking and other activities related to outfitting and sparing of each NSMV. In addition, they will support communications between the TOTE Services General Agency Agreement (GAA) and the VCM and will streamline reporting to the Maritime Administration (MARAD) on coordination, tracking and status of the aforementioned activities. This position will also recommend solutions and coordinate with shipyard personnel to resolve concerns. This role will require close coordination with a team of fellow subject matter experts and program managers as well as representatives of the Shipyard’s Material Control Department and regulatory bodies to carry-out their duties listed. This position will also play a key role in supporting the installation and integration of Owner Furnished Equipment (OFE) onboard the NSMVs by coordinating with the shipyard, subcontractors and vendors.
  • Documentation & Reporting: This position shall support the NSMV Delivery Manager with tracking Key Performance Indicator (KPI) metrics that are critical to successful vessel delivery of the NSMVs. This position shall also support submission of weekly progress reports which will include work accomplished, new work tasked, work in progress, and new or anticipated challenges. This role will keep detailed spreadsheets of items to include at a minimum: PO Status, delivery dates, and pricing data.

Secondary Duties and Responsibilities: 

  • This role will be expected to support periodic inspections of ship construction activities, as needed, verifying that work adheres to the published standards and specifications. 
  • The NSMV Outfitting Coordinator may also be assigned additional responsibilities related to the NSMV Program or other vessel construction management programs within the TOTE organization as needed.

Authority

Limited supervision. Work is performed to a large extent on own responsibility after assignment, with some choice of method.   Occasionally develops own method.

Judgment Decisions 

Mistakes and errors in judgment are moderate in nature and moderately expensive to correct, usually limited to one department or phase of work.

Disclosure of Information 

This position involves regular work with some information which, if disclosed, might have adverse internal effect or objectionable outside results.

Financial Responsibility 

Purchases supplies necessary for performance of personal or immediate work group’s job functions.

 Skills:

Preferred Qualifications:

  • Experience working on shipbuilding and/or ship repair projects preferred.
  • Experience reading and interpreting blueprints/drawings. 
  • Experience with marine quality inspections and testing preferred.
  • Demonstrated ability to operate independently requiring limited supervision and exercise proper judgment.

 

Minimum Qualifications:

  • Proficient with Microsoft Office Suite Programs.
  • Excellent communication, organizational, and problem-solving skills. Ability to work collaboratively in a fast-paced, team-oriented environment.
  • Ability to multitask and occasionally work within critical time constraints.[CC1] 
  • Must be able to work in a shipyard environment, which may involve climbing ladders/gangways, working in confined spaces, and exposure to varying weather conditions.

Education: 

Bachelor’s Degree from a Federal or State Maritime Academy, or a degree in Marine Engineering, Mechanical Engineering or another related field is preferred.
