This position is responsible for processing costs and schedule data to calculate and analyze program performance. Provide input into the initial configuration of the system.  Responsible for maintaining and updating certain configurations elements of the system to include data mapping between the EV (Earned Value) cost engine and the schedule, data mapping for financial imports, rate tables, thresholds for variance reporting program/contract data, custom fields for reporting, configuration of data exports, and any other inputs required to ensure accurate and compliant data.

 Essential Duties and Responsibilities: 

  • Develop independent or program life cycle cost estimates and accompanying risk, uncertainty, and sensitivity analysis.
  • Conduct analysis-of-alternatives.
  • Assesses the credibility of government and industry cost estimates and economic analyses.
  • Evaluate the credibility of industry cost proposals.
  • Assess the credibility of government and industry cost savings initiatives.
  • Assess the industry contract cost and schedule performance and conduct variance rook cause analysis.
  • Build dynamic cost models to support adequate formulation for customer’s requirements.
  • Risk and uncertainty analysis outputs.
  • Document and presentation/defense of cost estimates and methodology.
  • Approval of the Control Account Authorization (CAA) documents.
  • Co-approval of the Make/Buy plan for material used within the control account.
  • Definition and agreement with the Project Manager on the control account work scope, schedule, and budget.
  • Monitoring of all control account activities through the review of work packages.
  • Identification of potential technical, schedule, and cost risks and management of risk according to the program’s Risk Management process.
  • Train, assist, and provide on-site engagement of high visibility/customer interest EVMS functions.
  • Routinely engage in evaluation of contractor processes, Earned Value (EV) system surveillance program audits, data collection and analysis, corrective action as needed, and continuous improvement.
  • Good project management and organizational skills.
  • Business Process Owner of EV management system who will guide the processes, tactics, goals, objectives, KPIs (Key Performance Indicators), and the measures aligned with the organization strategies.
  • Must be a team player.
  • Ability to multi-task and prioritize.
  • Advanced computer skills, with the ability to utilize standard software applications and be highly proficient in Windows and MS Office Suite (Outlook, Work, PowerPoint, and Excel). 

Education and/or Experience: Bachelor’s Degree required with project support or management experience.

 Knowledge, Skills, and Abilities:

  • Apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance correlation techniques, sampling theory, and factor analysis.
  • Knowledge of various software programs.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Excellent verbal written communication skills.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. 
  • Proficient writer of reports, business correspondence, and procedure manuals.
  • Capable of effectively presenting information and responding to questions from groups of managers, clients, customers, and the public.
