Responsible for as a General Agent to MARAD for the management and supervision of the assigned NSMV Training Ship’s Maintenance and Configuration while they are in Port and dry-dock, including providing direction to all shipyard and repair vendor personnel engaged in vessel repairs. Oversees installation and repair of marine power plants, propulsion systems, heating and ventilating systems, and other mechanical and electrical equipment in ships and marine facilities by performing the below main duties and responsibilities.

 Main Duties and Responsibilities:

 Embrace and promote the onsite safety program as instituted by TOTE Services.

Coordinates day to day and long-term technical management of the assigned NSMV Training Ship. Responsible to coordinate with ship operations while in ROS and will become overall person in charge for dockside or dry-dock maintenance periods. Primarily responsible for vessel repair and maintenance. Coordinates with MARAD Surveyor/COR to execute the business plan.   Works with Vessel Maintenance Department Supervisors and crew to review and approve required repairs and scheduled maintenance. 

Prepares estimates, operating budgets and long-term fiscal work plans for vessels and submits to the Director of Ship Management and Vice President of Marine Operations Government/Commercial for finalization and presentation to the Owner. 

Coordinates with Captain and Chief Engineer.  Makes final judgment regarding commercial services response for mechanical, electrical, hull and regulatory actions in close alignment with the MARAD Surveyor and Vessel leadership. Coordinates with MARAD Surveyor, Vessel Chief Engineer and Captain to capture vessel repairs, and spare part requisitions. Negotiates prices and issues purchasing orders for replacement parts with outside vendors. 

Maintains assigned vessels in a condition which provides the highest probability of success in activation and subsequent operation in support of national defense objectives. 

Manages the activation of assigned vessels on site, which is accomplished in five or ten days as per contract stipulation. Supervises and coordinates the repairs, crewing, storing of the vessel, and determines when the vessel is ready for sea trials. 

Evaluates performance and operation of equipment during acceptance testing and shakedown cruises. Monitors and reports on sea trials and works with MARAD Surveyor and COR to establish arrangements for the correction of any deficiencies found. 

Attends assigned vessel concerning engineering condition and performance. Prepares repair, activation, and deactivation specifications, as required. 

Supervises and approves upgrades, voyage repairs and maintenance. 

Maintains records of all annual, bi-annual, mid-terms, etc. inspections and surveys required by classification societies and government agencies. Ensures that all vessels have proper certificates onboard and assists in the timely arrangement of vessel surveys. 

Assures that USCG certification items and other regulatory body items are completed. Interfaces with local regulatory bodies to implement compliance with customer and government regulations. 

Maintains and updates as required the NSE system. 

Oversees all vendor or crew repair to equipment such as diesel engines, medium and low voltage ships electric power systems, heat exchangers, fire control and communication systems, piping and related fittings and valves. 

As necessary, coordinates proper lay-up and activation of critical equipment and systems with Government Marine Surveyors. 

Prepares reports which describe inspection procedures and findings. Prepares or reviews recommendations for repair work to ships.  Identifies outstanding repairs and coordinates completion. 

Keeps records of engineering performance and costs for vessels. Submit reports as required. 

Reviews and approves vendor service agreements as established for water, power, sewer, internet, security, disposal, pollution control & response, cleaning or other husbandry services. 

Assures that ship safety and security services are properly maintained per service agreements. 

May be asked to provide narrative support for annual performance evaluations for senior ship personnel.

Secondary Duties and Responsibilities:

Skills:

SUPERVISORY RESPONSIBILITIES:

Directly supervises consultant port engineers and crew of vessels under his responsibility. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; evaluating performance; addressing complaints and resolving problems. 

QUALIFICATION REQUIREMENTS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. 

LANGUAGE SKILLS:

Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. 

MATHEMATICAL SKILLS:

Ability to apply advanced mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. 

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. 

REASONING ABILITY:

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Education:

Bachelor’s degree (B.S.) in Marine Engineering from a certified maritime academy or four-year college or university; three years of documented Port Engineer experience for large tonnage ocean- going vessels; and five years seagoing experience as a Chief Engineer or First Assistant Engineer, or a minimum of five years of ship repair experience with progressive responsibilities; or equivalent combination of education and experience. 

CERTIFICATES, LICENSES, REGISTRATIONS:

Engineer’s License, preferred. 

OTHER SKILLS and ABILITIES:

Comprehensive knowledge of technical manuals and drawings, shipboard arrangement, and organization, functioning of machinery, repair techniques, costs and report preparation.

Intimate knowledge of various software programs, both shoreside and shipboard.
