Job Description Summary:
Reports directly to the VP Health Safety Quality Environmental (HSQE). The Maritime Safety Manager oversees the Safety, Quality & Environment compliance for the assigned fleet of vessels. Leads/reviews/investigates all cases/situations involving safety and environment under TOTE management. Ensures compliance and adherence to the Safety Management System through various exercises with Operations and the SMS team. Reviews all vessel security plans and ensures compliance with all applicable ABS/USCG regulations. Perform all such duties as assigned by the Company, and specifically by the VP, HSQE. The incumbent will frequently interface with upper levels of management and must be able to make sound business decisions, both administrative and technical, by performing the following duties.
Essential Duties and Responsibilities include the following & other duties may be assigned:
- Ensures vessel compliance with company standards and policies. Prepares policy changes/additions for management review. Guides assigned vessels regarding existing and new regulatory requirements. Assists with implementation of policies and procedures to ensure ship(s) remain in compliance with applicable rules and regulations.
- May support external requirements for training programs depending on specific fleet requirements.
- Conducts safety investigations for maritime incidents. Determine causal factors and corrective actions with sustainable change to prevent future occurrence.
- Reviews electronic regulatory certificate files for assigned TOTE Services-operated vessels.
- Maintains ship findings, non-conformities and tracks and implements actions that implement sustainable improvement.
- Formulates and disseminates important information such as safety alerts to the fleet.
- Reviews near-miss submissions from all assigned vessels. Assists as directed with any follow-up action on near misses. Share lessons learned across fleet.
- Monitors safety meetings held aboard vessels. Implements suggestions and lessons learned from the safety meeting.
- Prepares logistical requirements for DOD class, including scheduling of presenters, and coordinating field trips and arrangements.
- Conduct government safety inspections as required (contract specific).
- Recommends revisions to the SQE Management System documentation of shipboard operations, as appropriate.
- Conducts annual reviews/updates to vessel security plan(s); communicates with USCG.
- Represents the Company on various industry committees or safety groups and programs as required. This includes attending seminars and training.
- Regularly visit professional websites and publications to keep up to date with regulations, industry best practices, lessons learned, and safety alerts.
- Assists with drafting the safety department budget, accounting for vessel visits, individual training necessary to maintain professional licenses, seminars, conferences, & professional enhancement training.
- Weather monitoring is to be reviewed for possible weather disturbances that may affect our TOTE-operated Fleet. Lead Heavy Weather Advisory Team conference calls (HWAT).
- Responsible for coordinating and scheduling bridge resource management safety observations for all TMPR and TMAK vessels. Drive improvement through training and process improvement, enhanced organized training, and introduction of industry standards.
- Supports safety equipment compliance and registration for the assigned fleet.
- This position requires travel and remote work while on assignment to vessels and offices outside of the Jacksonville area.
SUPERVISORY RESPONSIBILITIES:
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include training, employee planning, and addressing complaints or hazard analysis through risk mitigation.
QUALIFICATION REQUIREMENTS:
To perform this job successfully, an individual must be able to comprehend, apply and discuss regulatory implementation/guidance of both USCG & ABS. Exceeds each essential duty. EDUCATION and/or EXPERIENCE:
- A minimum of three (3) years of seagoing experience as a licensed Mate on a U.S. Coast Guard unlimited license.
- A combination of knowledge and experience that provides a high level of knowledge pertaining to ship operations and fleet maintenance management.
- Experience operating in Nautical Systems Enterprise (NSE), particularly Maintenance and HSQE module, is preferred.
- A bachelor’s degree from a four-year Maritime Institution is required.
CERTIFICATES, LICENSES, REGISTRATIONS:
- Must be able to possess DOD SECRET security clearance and eligible for TOP SECRET security clearance.
OTHER ESSENTIAL SKILLS and ABILITIES:
- Enhance executive discussions on all safety & security matters; enhance executive team’s ability to provide guidance and establish policies.
- Ability to multi-task; lead beyond one item at a time.
- Provide guidance & leadership; ensure taskers and project timelines are established.
- Ability to communicate and perform task(s) in a team concept is critical.
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
- Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, crewmembers, customers, and the general public.
- Knowledge of Environmental regulations from formal training and shipboard programs.
- Knowledge of breakbulk and/or container shipping operations.
- Knowledge of computer operation both shoreside and shipboard.
- Knowledge of both product and crude oil carrying tankers helpful.

While performing the duties of this job, the employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions, risk of electrical shock and toxic vapors.
Must travel to perform various duties to include ship visits & audits. Perform these duties acknowledging the possible dangers onboard vessels such as safely maneuvering throughout vessel(s) – i.e. ladders/staircases.
The noise level in the work environment is usually moderate. However, noise level exposure can increase during visits to the vessels. Proper PPE must be worn.
