Purpose of Job: 

TOTE Services is seeking a qualified individual to serve as Coatings Inspector under TOTE Services’ Vessel Construction Management (VCM) contract to build, outfit, and deliver five (5) National Security Multi-Mission Vessels (NSMV) for the U.S. Maritime Administration (MARAD). This position is located in Philadelphia, PA at the Philly Shipyard, Inc (PSI).  This position reports directly to the TOTE Services NSMV Chief Inspector.

The position will generally require the candidate to work 5 days per week, which includes frequent weekend availability (primarily on Saturdays).  We are seeking a candidate with less than 5 years of experience in marine coatings systems that would like to further their development, training, and education as a marine Coatings Inspector under the guidance of our experienced onsite inspection team.

Major Duties and Responsibilities:  

The Coatings Inspector will represent TOTE Services in the oversight of coating procedures and processes during vessel fabrication. She/he will demonstrate an understanding of marine coatings systems and coordinate with a team of fellow subject matter experts and program managers to carry out the following fundamental duties:

  • Promote the TOTE Services safety culture and adhere to all safety guidelines while conducting daily inspection activities.  Make safety a priority in everything we do.
  • Attend regular inspections to verify and record shipyard adherence to published quality and coatings standards during fabrication and testing.  
  • Perform both formal inspections and spot-checking throughout the build period to validate and record environmental conditions, product data, surface cleanliness, surface profile readings, DFT checks, cure times and other key aspects required to ensure the application of a high-quality coating system.
  • Perform compartment close-outs, particularly within tanks and voids, to ensure that these spaces are clean and all hot work is completed (e.g. elimination of burrs/sharp edges, all outfitting is complete, etc.).
  • Support the inspection activities and development of the Coating Technical File for the vessel’s seawater ballast tanks in accordance with IMO Resolution MSC.215(82) – Performance Standard for Protective Coatings (PSPC).
  • Oversee and enforce the final aesthetic coatings to be applied to all structure, piping, outfitting and machinery to ensure that the coating system is in a “new” condition upon Delivery to the customer.
  • Provide recurring status updates to the Program Manager and Chief Inspector, which may include quality findings, key metrics, performance trends, preventive/corrective actions, and other information.
  • Cooperate with regulatory bodies, especially ABS and USCG.

 Working Conditions:  

  • Must be able to access all work locations, including government and private shipyards and/or vessels.  
  • Daily inspections require entering confined spaces, climbing ladders, working at heights, walking on scaffolding, observing use of tools and equipment/machinery.  
  • Physical agility must allow for bending, reaching, climbing, crawling, and working on ladders and scaffolding. Must be physically able to walk to all shipyard locations.  
  • Must be able to lift 25 pounds of weight.  
  • Visual parameters require the ability to see up close, at a distance and peripherally, with excellent depth perception and color recognition.  
  • While performing the duties of this job, the employee is occasionally exposed to vapors, gases, dust, welding/burning fumes, and smoke.  
  • Must be able to spend up to 80% of time in an outdoor shipyard environment in all climates.  
  • The noise level is usually moderate to extremely noisy 90% of the time, which may include sirens, horns, chipping, and hammering. 

 Skills:  

  • Minimum Qualifications:  
  • One (1) or more years of related experience in marine coating system application
  • Required NACE CIP Level 1 Marine Specialty Certification
  • Ability to read and interpret ship construction drawings
  • Excellent written and verbal communication skills in English language  
  • A keen attention to detail  
  • Proficient with Microsoft Office Programs
