Job Summary:  The Vice President of Marine Operations – Government will develop and lead a team that is responsible to coordinate and execute government vessel operations and engineering, with direct responsibility for safety, compliance, financial performance, and customer relationships within span of control. The Vice President will work closely with the TOTE Services executive team in formulating and administering organizational strategies, including growth of customer relationships.

Essential Duties and Responsibilities:

  • Oversee operation of assigned fleet. Ensures that all activities are conducted safely and in compliance with regulations, laws, and company policies governing business operations.
  • Responsible for development and execution of annual financial plans. Analyzes activities and financial data to determine progress toward stated goals and objectives, and report results to the President.
  • Embrace customer relationships, support the customer as required.  Share successes and challenges with TS executive team and relevant departments across the company.  Establish TS as the US Government’s preferred maritime service partner.
  • Work within the company framework to develop comprehensive RFP responses, negotiate contracts, identify risks, set terms and conditions. Ensure compliance with all contract terms and obligations including applicable FAR/DFAR requirements. 
  • Establish team goals and objectives that align with company initiatives.  Ensures that the responsibilities, authorities, and accountability of all team members are defined and understood.
  • Work closely with vessel senior officers to ensure compliance with vessel polices, safety management, and execution of shipboard leadership strategy.
  • Engage with shared resources including Safety, Legal, Labor Relations, Finance, Contracts, Marine Personnel, and Purchasing to achieve organizational objectives.
  • Maintain a sound organizational plan to create opportunities for the team to develop skills and experience that will prepare them for growth and advancement.
  • Serve as key stakeholder in the production of strategic plans for TOTE Services and lead government segment business development efforts.
  • Represents TOTE Services by participating at various industry events, committees, forums, and working groups.

Supervisory Responsibilities: Manages a team of technical personnel overseeing assigned fleets. Responsible for the overall direction, coordination, and evaluation of this unit.   Fulfills supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience: Bachelor’s Degree required with project support or management experience.  Master’s degree preferred. Demonstrated executive-level presence and leadership.

Knowledge, Skills and Abilities:

  • Proven experience in U.S. Flag vessel operations. 
  • Strong understanding of maritime safety regulations, environmental protection standards, and best practices in fuel transfer operations.
  • Ability to work in a team environment and collaborate effectively with diverse groups of professionals, including matrixed and shared resources.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.   Proficient writer of reports, business correspondence, and procedure manuals.  Capable of effectively presenting information and responding to questions from groups of managers, clients, customers, and the public.
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of basic financial reports.  Ability to apply concepts such as percentages, ratios, and proportions to practical situations. 
  • Willingness to work in various remote locations and under potentially harsh weather conditions.
  • Physical fitness and the ability to perform demanding tasks in a maritime environment.
